The Post-Graduation Work Permit (PGWP) is Canada's post-study work permit — one of the world's most valuable immigration benefits for international graduates. It allows you to work anywhere in Canada for any employer for up to 3 years, building the Canadian work experience needed for permanent residency. This guide explains everything.
What Is the PGWP?
The Post-Graduation Work Permit is an open work permit — meaning:
- You can work for any employer in Canada
- In any industry and any role
- Full-time without restriction
- No employer sponsorship required
- Renewable before it expires through in-Canada pathways
How Long Is the PGWP?
The PGWP duration is tied to the length of your study programme:
| Programme Duration | PGWP Duration |
|---|---|
| Less than 8 months | Not eligible |
| 8 months to less than 2 years | Up to 1 year (equal to programme length) |
| 2 years or more | 3 years |
| Multiple programmes (combined) | See rules below |
The 2-year sweet spot: Most international students choose 2-year master's or bachelor's programmes specifically to qualify for a 3-year PGWP.
Eligibility Requirements
To be eligible for a PGWP, you must:
- Have completed a full-time programme of at least 8 months at a Designated Learning Institution (DLI)
- Hold a valid student visa or study permit at graduation
- Apply within 180 days (approximately 6 months) of receiving your final marks or official transcript
- Have not previously obtained a PGWP (only one PGWP per person, ever)
- Have studied in Canada — not through online-only or offshore delivery
Not Eligible
| Situation | PGWP Eligibility |
|---|---|
| Programme shorter than 8 months | Not eligible |
| Distance/online-only programme | Not eligible (though COVID exceptions existed) |
| Previously obtained a PGWP | Not eligible (lifetime limit of one) |
| Studying at a non-DLI institution | Not eligible |
| Flight school / pilot training under 2 years | Not eligible |
| Language training only | Not eligible |
Multiple Programmes — Combined Duration Rules
If you completed more than one programme in Canada:
| Scenario | PGWP Duration |
|---|---|
| Two programmes, each 8+ months, combined 2+ years | 3 years |
| Two programmes, no gap between them, combined 2+ years | 3 years |
| Gap of more than 150 days between programmes | Only the last programme counts |
English Language Requirement for PGWP (2024 Change)
As of November 2024, PGWP applicants must demonstrate English OR French language proficiency:
| Language | Minimum Level (CLB) | Minimum IELTS | Minimum TOEFL |
|---|---|---|---|
| English | CLB 7 | IELTS 6.0 (all components) | TOEFL 79 iBT |
| French | NCLC 7 | TEF: 310–348 | TCF: 400–498 |
This is a significant change from previous PGWP rules — plan to take IELTS or provide your existing score when applying.
Note: If your programme of study was in English at a Canadian institution, you may be exempt from this requirement. Check the most current IRCC guidance.
Application Process
Step 1: Receive Final Marks / Transcript
You receive your official final results or transcript from your institution.
Step 2: Apply Within 180 Days
This is non-negotiable — missing the 180-day window means permanent ineligibility for PGWP based on that programme.
Step 3: Apply Online Through IRCC
Application fee: CAD 255
If you are inside Canada and your study permit is still valid (or has been extended), you apply online. If your study permit expired, you may need to apply from outside Canada.
Step 4: Required Documents
| Document | Detail |
|---|---|
| Passport | Valid for PGWP period requested |
| Study permit | Current or recent |
| Official transcript or graduation letter | Confirming programme completion |
| IELTS / CELPIP / TEF / TCF results | Meeting CLB 7 / NCLC 7 (if required) |
| I-20 equivalent (letter of completion) | From your DLI |
Step 5: Processing Time
| Application Location | Processing Time |
|---|---|
| Applied inside Canada | 80% processed within 130 days |
| Applied outside Canada | Varies |
Implied status: While your PGWP application is pending, you can remain in Canada and continue working under your previous study permit conditions.
Work Rights on PGWP
| Right | Detail |
|---|---|
| Work any employer | Yes |
| Change jobs | Yes — freely |
| Hours | Full-time; no restriction |
| Location | Anywhere in Canada |
| Self-employment | Generally yes |
PGWP → Express Entry → PR
The PGWP is the foundation of Canada's most common permanent residency pathway:
The Pathway
- Graduate from 2-year Canadian programme → receive 3-year PGWP
- Work in Canada on PGWP (any NOC job, any employer)
- After 1 year of Canadian work experience, become eligible for Canadian Experience Class (CEC)
- Create an Express Entry profile — receive Comprehensive Ranking System (CRS) score
- When CRS score reaches the cutoff, receive Invitation to Apply (ITA)
- Apply for PR within 60 days of ITA
- Receive Permanent Residency
CRS Points Breakdown (Relevant to PGWP Holders)
| Factor | Points |
|---|---|
| Age 20–29 | 110 points (single) |
| CLB 9 English (IELTS 7.5) | 136 points (single) |
| CLB 7 English (IELTS 6.0) | 92 points (single) |
| Canadian bachelor's degree | 120 points (single, with spouse) |
| 1–2 years Canadian work experience | 46–53 points |
| Provincial Nomination | +600 points |
IELTS impact: Improving from IELTS 6.0 (CLB 7) to IELTS 7.5 (CLB 9) adds approximately 44 points to your CRS score — the difference between waiting years and being invited within months.
Provincial Nominee Programs (PNPs)
If your Express Entry CRS score is not high enough for a federal draw, PNPs can help:
- Ontario OINP, BC PNP, Alberta AINP, Saskatchewan SINP, Nova Scotia, etc.
- A provincial nomination adds 600 points to your CRS score — effectively guaranteeing an ITA
- Many PNPs require you to have a job offer or specific occupation in the province
IELTS for the Full PGWP → PR Journey
| Stage | IELTS Min | Notes |
|---|---|---|
| Canadian university admission | 6.0 – 7.0 | Varies by institution |
| SDS (faster visa processing) | 6.0 | Speeds up study permit |
| PGWP application (language proof) | 6.0 (CLB 7) | All components |
| Express Entry (CEC/FSW) | 6.0 (CLB 7) minimum | Higher = more CRS points |
| Maximise CRS points | 7.5+ (CLB 9) | +44 points vs. CLB 7 |
Prepare for IELTS with Gabble — a strong IELTS score is needed for the PGWP, for the SDS faster processing, and for maximum CRS points in Express Entry. One investment, three benefits. Start with AI-powered band-level feedback.
