LPDP (Lembaga Pengelola Dana Pendidikan — the Indonesian Endowment Fund for Education) is the most important scholarship for Indonesian students studying abroad. Funded by the Indonesian government, it provides full financial support for master's and doctoral programmes at leading universities worldwide — and its IELTS or TOEFL requirement is often the first major barrier applicants face. This guide covers everything you need to know.
What LPDP Covers
| Component | Detail |
|---|---|
| Tuition | Full tuition paid directly to the university |
| Living allowance | Monthly stipend — varies by country (e.g., AUD equivalent for Australia, GBP equivalent for UK, USD equivalent for USA) |
| Research allowance | Funding for thesis/dissertation research, including fieldwork |
| Book allowance | Annual allocation for study materials |
| Conference allowance | Funding to present research at academic conferences |
| Airfare | Return economy-class ticket |
| Installation allowance | One-time settlement allowance on arrival |
| Health insurance | Coverage during the scholarship period |
| Emergency fund | Access to emergency financial support |

LPDP is one of the most comprehensive scholarship packages available globally — it covers more components than Chevening or Australian Awards in most cost categories.
Eligibility Requirements
Academic Requirements

English Proficiency (The Most Important Requirement)
| Test | Minimum Score — Overseas Programme |
|---|---|
| IELTS | Overall 6.5 (most common requirement); some targeted programme categories may differ |
| TOEFL iBT (2026 scale) | Band ~4.5 (legacy equivalent ~90) |
| TOEFL ITP | 550 (paper-based — accepted in some contexts; verify current LPDP policy) |
| PTE Academic | 58 (check current LPDP regulations) |
LPDP and IELTS: IELTS is the most commonly submitted test for LPDP applicants, because most LPDP overseas placements are at universities in Australia, UK, and Europe where IELTS is standard. TOEFL is also accepted and is appropriate for US-bound applicants.
Score validity: Scores must typically be valid at the time of LPDP application — IELTS and TOEFL are valid for 2 years. Do not sit the test too far in advance of your application window.

LPDP Programme Categories
LPDP offers multiple funding tracks:
| Category | Target Group | Details |
|---|---|---|
| General Scholarship (Reguler) | All eligible Indonesian citizens | Most competitive; largest number of awards |
| Targeted Scholarship (Afirmasi) | Students from 3T regions (outermost, frontier, disadvantaged) and Papua/West Papua; also persons with disabilities | Lower competition; same full funding |
| Lecturer/Academic Staff Scholarship (Dosen) | Lecturers at Indonesian HEIs | Requires letter from institution |
| Civil Servant / Military / Police (PNS/TNI/Polri) | Government employees | Requires institutional approval |
| Presidential Scholarship (Beasiswa Presiden) | For study at top 50 QS-ranked universities only | Very competitive; most generous |
Approved Universities
LPDP publishes a list of approved overseas universities (called the LPDP Destination University List). As of 2026, the list includes:
- All universities in the QS World University Rankings top 500 (subject to LPDP annual updates)
- US News & World Report top-ranked universities
- THE (Times Higher Education) rankings top universities
- Selected Indonesian priority partner universities
Important: Always verify the current approved university list on the official LPDP website (lpdp.kemenkeu.go.id) before applying — the list is reviewed and updated periodically. Applying to an unapproved university with LPDP funding intent is not possible.
The Application Process
Step 1: Prepare Your Documents
Key documents required:
- Indonesian ID card (KTP) and passport
- Academic transcripts (bachelor's for master's applicants; master's for doctoral applicants)
- Diploma certificate(s)
- IELTS or TOEFL score report (meeting the minimum)
- Letter of acceptance from university (not always required at initial application — see Step 3)
- Motivation essay / personal statement
- Study plan (rencana studi) — a detailed plan of what you intend to study and why
- Work experience documentation (if applicable)
- Recommendation letters (2–3)
- Health certificate
Step 2: Online Application via LPDP Portal
Applications are submitted at beasiswalpdp.kemenkeu.go.id. LPDP opens application windows multiple times per year (typically 2–3 batches annually). Check the official website for current batch schedules.
Step 3: Administrative Selection
Your documents are reviewed for completeness and eligibility. LPDP checks: GPA threshold, age, English test score, and document completeness. This is a pass/fail gate — ensure all requirements are met before submitting.
Step 4: Essay Writing and Substantive Selection
Shortlisted candidates complete written essays (substantive selection) assessing:
- Motivation and commitment to return to Indonesia
- Study plan coherence and alignment with Indonesian development needs
- Leadership and contribution potential
Step 5: Interview
Candidates who pass substantive selection are invited to an interview (conducted in person or online). The interview assesses:
- Academic depth and study plan
- Commitment to return and contribute to Indonesia
- English language ability (interviews are often conducted partly in English)
- Personal character and leadership
Step 6: Scholarship Award and University Admission
After receiving LPDP, you have a period to secure formal university admission (if not already admitted). LPDP requires an admission letter from an approved university before disbursement begins.
The Return Obligation (Kewajiban Kembali ke Indonesia)
LPDP scholarship recipients are obligated to return to Indonesia after graduation. The bond period is:
| Level | Bond Period |
|---|---|
| Master's (S2) | 2 times the scholarship duration in Indonesia (minimum 2 years) |
| Doctoral (S3) | 2 times the scholarship duration in Indonesia (minimum 2 years) |
Failure to return without approved deferment requires repayment of the scholarship amount. This is a legal obligation — take it seriously. LPDP has enforcement mechanisms through Indonesian law.
Exceptions and deferments: Post-study work in an Indonesian government or approved development role can count toward the obligation. Certain hardship situations have been granted deferment — apply to LPDP directly with documentation if exceptional circumstances arise.
LPDP vs Other Scholarships: When to Choose What
| Situation | Best Scholarship |
|---|---|
| Indonesian citizen, going to Australia | LPDP or Australia Awards — compare coverage; Australia Awards includes local travel and is sometimes easier to obtain |
| Indonesian citizen, going to UK | LPDP or Chevening — Chevening is 1-year only; LPDP can fund 2-year master's and PhDs |
| Indonesian citizen, going to Netherlands | LPDP or StuNed — StuNed is co-funded with LPDP in some cases |
| Indonesian lecturer, going to Germany | LPDP (lecturer track) or DAAD — can be combined |
| Non-Indonesian, going to Indonesia | LPDP does not apply — LPDP is for Indonesian citizens only |
Timeline for LPDP Applicants
| Milestone | Typical Timing |
|---|---|
| Sit IELTS/TOEFL | 3–6 months before LPDP application |
| Prepare study plan and essays | 2–3 months before application window |
| Submit LPDP application | During open batch window |
| Administrative selection result | 2–4 weeks after submission |
| Substantive selection (essays + interview) | 1–3 months after administrative pass |
| Scholarship award notification | 1–2 months after interview |
| University application (if not yet admitted) | Immediately after LPDP award letter |
| Programme start | As per university intake |
The IELTS score is the single most common reason LPDP applications are rejected at the administrative selection stage. It must be at or above 6.5 overall — not approaching it, not conditional on improvement.
